Static header on UI through desktop modeler

I am trying to have a header, maintained throughout the application UI. Web modeler provides an utility of choosing navigation layout such as sidebar, top bar, etc. But , in desktop modeler, there is no option of selecting any layout or providing something as an application header. I do not want to use page header as application header, since I would have to change it on every page. Please mention any feature or module I can use to achieve this.

You can select the layout in desktop modeler:

You can also change existing layouts or create your own ones.

In addition: in the lay-out you could add text, alter the render mode to make it a heading and that way the text will be shown troughout the application where the lay-out is used.
