Having the possibility to design an attractive ‘empty state’ and show it when there are no items in a list would improve the UX in a nice and simple way. It currently takes too much trouble to check if a list has items and base a view on that.

I especially run into this limitation on native mobile apps.
On a mobile app, having no proper empty state for a list almost feels like an error to the user.
